But when matters are tough, its members will conveniently cloak themselves under the thin shield of being merely an advisory board, to which rules of open government and transparency do not apply. In 2001, census tract 4610 residents had to get then- council member C. R. Tillman removed through the recall process because the council wouldn't oust him, despite his obvious, well-documented misconduct. ATC members position then was that it would be up to residents of his tract to remove him. So they drafted the petition, got the required signatures, and got over 600% of the required voters to remove him. It would have been more appropriate for the ATC to remove him than have residents recall him. But that is now the precedence. So my position is the ATC has no foundation for removing Mr. Simmons.
